Its construction was completed in 1933. It was a сlub for the workers at the nearby rope factory.

The original design was created by architect M. S. Lutsky. According to researcher and architect O. Leibfreid, the building was later renovated. However, this is evident at a glance: the constructivist forms of the Palace of Culture contrast with the decor and columns, which are more characteristic of the late 1930s and the early socialist classicism style.

For a long time, the building was known as the Ilyich House of Culture. Today, it houses the “New Bavaria” Cultural and Business Center, which hosts concerts and lectures, as well as coworking spaces, a variety of shops, and offices.
