The building of judicial institutions, built in 1899-1902 by the architect Oleksiy Beketov with the participation of Jūlijs Caune and V. Khrustalov, was the largest courthouse in the empire. Now it is Court of Appeal

In 2020-2021 the facades, which were in a depressing state, were repaired. As a result, the Court of Appeal had to change its color from yellow to orange-peach.

The south wing cannot be found on the original drawings of the building, and the opening notes only mention 2 courtyards (now there are 3 of them). The fact is that the court was not always housed in the building. In Soviet times, various services of military departments were located here.

During the Civil War a headquarters of the 70th Western Front under the command of O. Egorov was located here, Stalin’s residence was located here, from 1921 to 1934 a headquarters of the Ukrainian Military District was located in the building and in 1941 here was a headquarters of the 18th Army.

It was during the interwar period, roughly the beginning of the 1930s, that the southern wing was completed. At first glance, it does not differ, but if you look closely, you can see that the windows here are wider.

In 2003 for the 100th anniversary of the opening a memorial plaque dedicated to the architect Beketov was installed in the lobby.

During the Second World War, the right wing was destroyed but later rebuilt.
