Construction of the building, designed by architect M. Piskunov, began as early as 1914 on the site of a Neoclassical building, known for having housed the editorial offices of the newspaper Yuzhny Krai in the 19th century (at the start of the 20th century, the newspaper moved to Sumska Street, 13).

Construction was abandoned for a long time and was not completed until 1925, based on a revised design by O. Linetsky. The current address is Constitution Square, 9.

The façade features elements of Art Deco, Art Nouveau, and Constructivism.

The Old Passage, which was located on the site of what is now Pokrovsky Square, unfortunately did not survive World War II.
