Kharkiv Deputies and the Electoral Preferences of Kharkiv Residents

Throughout the entire history of the four State Dumas (from 1906 to 1917), our city and province sent 40 deputies to the Russian Empire.

The First Duma

And this was even though the election law allocated 10 seats from the province plus 1 from Kharkiv. However, since four deputies from the Third State Duma were also elected to the Fourth, the total came to 40, not 44.

The Second Duma

The voting preferences of Kharkiv residents at that time are quite interesting:

  • In the First Duma in the Kharkiv Governorate, the Cadet Party emerged victorious, winning 6 seats;
  • In the Second Duma, the Labor Party won in the Kharkiv Governorate, securing 7 seats;
  • In the Third Duma, the Octobrists won a decisive victory in the Kharkiv Governorate, securing 7 deputies (not to be confused with the Bolsheviks—the Octobrists were a moderate-liberal party that represented the interests of major industrialists and landowners);
  • In the Fourth Duma, the political landscape in the Kharkiv Governorate shifted slightly. Although the Octobrists once again emerged victorious (with 5 deputies), the right-wing parties also secured 4 seats.
