From October 15 to October 31, 1876, the first provincial congress of zemstvo physicians was held in Kharkiv, attended by 16 physicians from zemstvo, 14 non-zemstvo physicians, and a medical inspector.

On measures against syphilis. On this issue, the congress formulated measures concerning the treatment of syphilis and the prevention of the spread of this disease among the population.
Among the latter, the congress recognized the need to establish a special provincial bureau to strictly supervise prostitution, focusing primarily on clandestine prostitution, which is currently almost entirely unmonitored and which, in most cases, is the main source of infection.Among the measures to prevent the spread of syphilis, the convention recommends that workers returning from seasonal work—who are the primary carriers of the syphilis infection into their families—be examined by the same office.
