"Utro," March 2, 1912

The city’s breath—how can we hear it? Its rhythm and heartbeat—how can we sense them?
In the flow of time, in the whirlwind of events, the city lived its own life… Just as they did 100 years ago, the people of Kharkiv were born and died, went to exhibitions, and bought goods. What was the day of March 2, 1912, like in Kharkiv? What was happening in the life of our city? What did the merchants offer the people of Kharkiv to buy?

The Kharkiv daily newspaper *Utro*, which costs a mere 3 kopecks, can provide answers to these questions; we are currently publishing a selection of its articles and advertisements.

What struck me personally about this issue was the abundance of ads for venereologists and the ads in Hebrew.

A Warning to Consumers of Cacao Van-Houten.

It is solely thanks to its unquestionably superior quality that the cocoa from the long-established Van Houten company has gained worldwide renown. Such enormous success has prompted some unscrupulous individuals to use similar or matching surnames to market cocoa powder, and, in order to mislead the public, they affix labels to the tins that bear a general resemblance to the labels of genuine Van-Houten cocoa.

Therefore, when making a purchase, pay special attention to our company, S. J. VAN HOUTEN & ZOON WEESP-HOLLANDE, and to the factory stamp approved by the department. Reject all other products as counterfeits. Please cut out this label for comparison when purchasing genuine Van-Houten cocoa.

In addition, staged arias, duets, and other selections from operas will be presented as living tableaux featuring the corps de ballet. The second part will feature a ballet, in which the aforementioned artists will also take part, as well as Ms. Talori, a ballerina well-known in Kharkiv. On the Finance Committee.

At yesterday’s meeting of the Finance Committee, it was decided to allocate 75,000 rubles from the proceeds of the new loan for the construction of the new Kuznechny Bridge. The Slaughterhouse Committee’s request for the gradual release of 350,000 rubles from the slaughterhouse’s profits to improve the slaughterhouses was considered. The Finance Committee rejected the Slaughterhouse Commission’s request on the grounds that such a procedure had not been practiced in the city’s administration to date. It was decided in principle to allocate a certain amount from the new loan toward improving the slaughterhouses. The amount will be determined once the Slaughterhouse Commission submits a plan for these improvements.

Verbal Transcripts of City Council Meetings.

Councilman N. F. von Ditmar submitted a motion to the City Duma proposing that the stenographic records of the meetings be gradually published. For our Kharkiv City Duma, the publication of stenographic records, says the council member, should be one of the measures for the gradual improvement of general administrative work in the broadest sense—given the Duma’s increasingly complex activities, and for the Duma council members themselves, stenographic recording of sessions is absolutely essential. The cost of organizing stenographic transcription can be estimated as follows: 1,200–1,500 rubles to hire two employees, and 2,500 rubles for printing 100 sheets × 25. Consequently, the total cost for the entire operation would be up to 4,000 rubles. The employees will be responsible for taking shorthand notes, transcribing the recorded material into standard language, and retyping it on a typewriter—all under the guidance and supervision of the city secretary—to polish the texts and proofread them for printing. When not engaged in these specific duties, these employees are at the disposal of the city secretary or the city council.

As he lay dying, Dr. Dimulen said to his colleagues: “My friends! My loss will not be felt by the scientific community, for I leave behind three renowned and experienced doctors.” His friends pricked up their ears, expecting him to name them, but the dying man added: “These doctors are called: a walk, a diet, and Shustovsky cognac.”

Clearing Ice from City Streets

In a report submitted to the city council, the outdoor maintenance supervisor points out the enormous amount of ice that has accumulated on the city’s streets and squares. City contractors are unable to transport it out of town to disposal sites using their own resources. The police issue daily demands to clear the streets of ice, but despite his best efforts, the supervisor is powerless to comply with this requirement. The city contractors lack the funds to hire additional workers. The police chief has categorically instructed the city superintendent to have the ice removed from the streets and squares within a week. In light of this, the city superintendent is requesting that the city administration provide him with instructions on how to proceed in this matter.
